In Phase 1, yes, you can have brown rice with meat. We don't worry about mixing in Phase 1, because it is tough enough already and the weight loss tends to be spectacular, no matter what you eat with what.
In Phase 2, no. Rule 2 says don't mix brown rice with meat because brown rice is a carb and meat is a fat and not mixing the two is one of the best ways to speed up weight loss.
